As IGN originally reported, Forza Motorsport 5 will not require a persistent online connection to play – unless of course you're in multiplayer modes such as Rivals Hello! In response to your questions: 1. Unfortunately the only multiplayer in Forza Horizon 3 is online; there's no split-screen local multiplayer and there's no offline multiplayer.

Forza Motorsport enjoys immense popularity, and it is in Microsoft's best interest to maintain a stable server infrastructure to support its dedicated player base. In the rare event that server shutdowns occur, I am confident that Microsoft will provide a proper solution for players to continue enjoying the game offline.
